Abstract
The Office of the Head of Ibul Besar III Village conducts the administration of correspondence is still done manually. The administrative department of the Ibul Besar III Village head's office uses the word in editing correspondence repeatedly which results in frequent errors in typing population data and the contents of letters. Judging from the conditions that occurred, it shows that the public service is still not running optimally. After conducting this research, it is hoped that it can provide smooth administrative activities at the office of the head of Ibul Besar III Village, Pemulutan District, Ogan Ilir Regency by using data collection methods, conducting interviews and observations. The system development method uses the Rational Unified Process method with the stages of increption (beginning), Elaboration (Planning), Construction (Construction), and Transition (Transition), with this system, it can increase the effectiveness of the process of submitting and issuing certificates at the Ibul Besar village head's office Three residents submit and check the status of letters completed or not without having to come directly to the village head's office, and office staff can print letters automatically.
