Abstract

ABSTRAK Konflik sengketa lahan di Desa Lebung Itam, Kecamatan Tulung Selapan, melibatkan masyarakat lokal dan perusahaan yang memiliki kepentingan saling bertentangan. Penelitian ini bertujuan untuk menganalisis proses negosiasi dan hambatan yang dihadapi dalam upaya penyelesaian konflik tersebut dengan menggunakan pendekatan Teori Distributif (Distributive Bargaining). Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data berupa wawancara m, observasi lapangan, dan analisis dokumen. Hasil penelitian menunjukkan bahwa proses negosiasi melibatkan tahapan persiapan, pembukaan, tawar-menawar, dan penutupan. Namun, negosiasi ini terhambat oleh beberapa faktor, yaitu posisi negosiasi yang kaku, kurangnya transparansi, komunikasi yang buruk, strategi negosiasi yang agresif, persaingan yang tinggi, hubungan yang tertekan, sumber daya yang terbatas, dan ketergantungan pada posisi awal. Hambatan-hambatan tersebut mengakibatkan kebuntuan dalam negosiasi, memperburuk hubungan antar pihak, dan memperpanjang konflik. Penelitian ini menyimpulkan bahwa untuk mengatasi hambatan-hambatan tersebut, diperlukan pendekatan kolaboratif, peningkatan transparansi informasi, komunikasi yang lebih efektif. Studi ini memberikan kontribusi dalam memahami dinamika negosiasi distributif dalam konflik sengketa lahan, serta memberikan rekomendasi praktis untuk penyelesaian konflik yang lebih efektif dan berkelanjutan. Kata Kunci: Negosiasi, Konflik, Sengketa Lahan, Proses Negosiasi, Hambatan Negosiasi ABSTRACT The land dispute conflict in Desa Lebung Itam, Tulung Selapan District, involves local communities and a company with conflicting interests. This study aims to analyze the negotiation process and the obstacles faced in resolving the conflict using the Distributive Bargaining Theory. This research employs a qualitative method with data collection techniques including in-depth interviews, field observations, and document analysis. The findings indicate that the negotiation process involves several stages: preparation, opening, bargaining, and closing. However, the negotiation is hindered by several factors, including rigid negotiation positions, lack of transparency, poor communication, aggressive negotiation strategies, high competition, strained relationships, limited resources, and dependence on initial positions. These obstacles lead to negotiation deadlocks, worsening relationships between the parties, and prolonging the conflict. This study concludes that overcoming these obstacles requires a collaborative approach, increased information transparency, and more effective communication. This research contributes to understanding the dynamics of distributive bargaining in land dispute conflicts and provides practical recommendations for more effective and sustainable conflict resolution.
