Abstract
This thesis is entitled “Criminological Review of Higgs Domino Island Online Gambling Chip Sellers and Resellers in the Perspective of Islamic Criminal Law (Case Study in Prabumulih City)”. Which issues will be discussed are how the criminological review of the seller and receiver of the higgs domino island gambling chip and what is the perspective of Islamic criminal law against the seller and receiver of the higgs domino island gambling chip in the city of Prabumulih. The method used in this research is the Empirical Legal Research Method, also known as field research, which examines and analyzes the operation of law in society. In order to be able to find out and find the various facts and data needed, if the required data has been collected it will lead to solving the problem. Based on the results of the research and discussion, it was concluded that from the criminological aspect the factors that led to the rise of higgs domino island online game gambling in Prabumulih were economic factors, habitual factors that are hard to lose, environmental factors that provide opportunities, and internal factors/factors from oneself and factors of ignorance. society will law online gambling. This online game gambling should be eradicated because there are many impacts that occur, one of which is that the winning results from these chips are used for drinking - liquor, and rampant crime everywhere such as theft. Legal arrangements regarding online gambling have been regulated in Article 27 paragraph 2 in conjunction with article 45 paragraph (2) of Law no. 19 of 2016 Amendments to Law no. 11 of 2008 concerning ITE and Criminal Code Articles 303 and 303 Bis. However, the legal regulations, especially in the Prabumulih area, have not been enforced properly by law enforcement officials because there are many obstacles, namely human resource constraints, facilities and infrastructure constraints, difficulty collecting evidence and apprehending perpetrators and the lack of concern from the community itself. Meanwhile, from the aspect of Islamic criminal law, sellers and collectors of Higgs Domino Island gambling chips are subject to ta'zir sanctions.
